FoyHubert K. Foy, MSS, MAIPS


Hubert Kum FOY is a space scientist and a nonproliferation specialist. He holds an M.Sc. in Space Studies from the International Space University Strasbourg (2007, France), an M.A. in International Policy Studies (specialization: Nonproliferation Studies) from the Monterey Institute of International Studies (2010, U.S.A), and a B.Sc. in Physics and Computer Science from the University of Buea (2000, Cameroon). He obtained his GCE A/L from Cameroon Protestant College (CPC) Bali and GCE O/L from Sacred Heart College (SHC) Mankon.

He has published and spoken broadly on topics of nonproliferation and disarmament, space safety and security, and dual-use science and technology. He is the technical staff writer for spacesafetymagazine.com. He was the nuclear security Fellow at the 2012 IAEA-ICTP International School on Nuclear Security in Trieste, Italy, the 2011 visiting Research Scientist of the United Kingdom-Norway Initiative on nuclear warhead dismantlement verification at the Norwegian Radiation Protection Authority in Norway, and the 2007 Cassini mission Research Scholar at the NASA Goddard Space Flight Center in Maryland.

Mr Foy founded the African Centre for Science and International Security in partnership with the Ghana Atomic Energy Commission in 2012 from his position as the Director of McFoys International, the U.S.-based Nonproliferation Research Consultancy on nuclear and space developments in Africa and the Middle East. Previously, he was the elected Director of the U.N. Space Generation Advisory Council for Africa (2010-2012). Before starting his Consultancy firm in California, he has worked in many organizations, including the Centre for Accelerator-based Research and Energy Physics of the University of Oslo (2011-2012), the James Martin Center for Nonproliferation Studies of the Monterey Institute of International Studies in California (2009-2010), the Southern African Institute for Security Studies in Pretoria in 2010. Prior to those, he was the high-school physics teacher with the Catholic Education Agency and a G.C.E. examiner in Cameroon.

Mr Foy’s areas of expertise include nuclear security, nonproliferation and arms control, disarmament verification, global missile systems proliferation, dual-use space assets, and education and training in nonproliferation and disarmament. In his capacity as Fellow in Norway, in collaboration with the War Studies Department of King’s College London, the University of Oslo and the Institute for Energy Technology, he conceptualized and implemented an educational graduate course in nuclear nonproliferation and disarmament verification. At the James Martin Center for Nonproliferation Studies and Institute for Security Studies, his research and advocacy focused on the African Nuclear Weapons Free Zone Treaty, the African Commission on Nuclear Energy, and the Middle East Weapons of Mass Destruction Free Zone.

He is the current Board Chair of the Foundation for Community Development.
